Challenge
This 379-unit, market-rate housing development with HUD Section-8 certification had a lingering reputation for serious crime even after a property stabilization strategy had eliminated the criminal activity. The local neighborhood association pursued enacting the “Chronic Nuisance Law” which completely shuts down properties with high levels of criminal activity and local news outlets had reported multiple in-depth stories on the development’s problems. Occupancy was below 40 percent and no one was aware of the significant turnaround.

Solution
Research was done on past media coverage, the nuisance law and area social service agencies with needs for housing that could be a fit for Waldo Heights. Media materials educated reporters and editors about the turnaround. Spokesperson training prepared staff for interviews. TV, radio and print stories unspooled to tell the story of the new Waldo Heights. In addition, introductions created new partnerships with area social service organizations that added the development to their options for housing.

Results
Within weeks, occupancy increased 8 percent and delinquent rent payments decreased by 63 percent. New relationships were established with Jewish Vocational Services which resettles refugees as well as reStart and City Union Mission which support transitional housing for individuals and families. In addition, more than a half dozen stories ran on the turnaround and community outreach by Waldo Heights.
